Annotation:

Cardiovascular diseases (CVD) remain the leading cause of mortality worldwide, necessitating improvements in cardiac care. The World Health Organization (WHO) recommends comprehensive approaches to the prevention, diagnosis, treatment, and rehabilitation of patients with CVD. In Ukraine, the Healthcare Development Strategy until 2030 envisions decentralization and the establishment of hospital districts. Developing a scientifically grounded model of a regional cardiac care system that aligns with international standards and strategies for the innovative development of Ukrainian regions will enhance the accessibility and quality of cardiac care for the adult population. The aim of this study was to improve the regional system of medical care for the adult population in the fields of cardiology and cardiac surgery by substantiating its conceptual, functional, and organizational model. The study focused on the system of cardiology and cardiac surgery care for the adult population of the Kyiv region at the territorial and local levels from 2018 to 2022. The following methods were employed: bibliosemantic analysis, systemic and structural-logical analysis, and conceptual modeling. The cardiac care system in the Kyiv region faces several challenges, including a high prevalence of CVD, a shortage of medical personnel, and outdated infrastructure. To address these issues, a model has been proposed based on strategic and cluster approaches, as well as the integration of cardiology and cardiac surgery care. This model involves rational resource management, modernization of equipment, optimization of patient pathways, and the creation of educational platforms. The system will be coordinated by a regional cardiology center, ensuring the equitable distribution of resources, continuous provision of medical services, and compliance with international standards. The proposed model of regional cardiac care enhances its effectiveness by integrating healthcare institutions, establishing a cardiac cluster, and fostering intersectoral cooperation. Collaboration with research and educational institutions facilitates the implementation of innovations in medical practice. An integrated approach ensures accessibility and high-quality medical services, contributing to improved public health and a reduced burden of CVD.
