The current challenges facing Ukraine's healthcare system require maximum attention to the demographic situation, particularly the significant decline in the country's birth rate due to several factors. This has been due to the full-scale war in Ukraine and the COVID-19 pandemic in recent years. Thus 2023, 9% fewer children were born than in 2022. Long-term negative demographic trends, which have been significantly exacerbated during the full-scale war, determine the need to improve the efficiency of perinatal care for the population of Ukraine and ensure maximum medical protection for every child from the moment of birth. This study aims to identify priority areas for developing medical care for the population, namely neonatal care. A questionnaire was developed to study the attitude of specialists to structural reforms in the healthcare system and 410 doctors, including healthcare organisers, were surveyed.
